Not really sure what it should be like, but I'm imagining World Laws of corruption, betrayal, backstabbing and double standards. Sort of like Marketplace, only not? :D

I really need to get the game and have a closer look at it.

Junta is a satiric game about Latin-American dictatorships in the 70s, just like the Woody-Allen-movie Bananas. I don't think it has the virtues you need for an interesting cosm. But it could work the other way round. The Junta rules could be used for a Torg boardgame.
